Ontario Regulatory Changes

On September 8, 2010, the Alcohol and Gaming Commission of Ontario (AGCO) announced the following changes to the regulatory framework for break open ticket sales:

  • The Ontario Provincial Fee on sales of break open tickets in bingo halls operating under the Bingo Revenue Model has been eliminated.

  • The Ontario Provincial Fee on sales of break open tickets in Own Premises and Third Party Locations has been reduced to 4.46% of the gross proceeds per deal. The AGCO has also changed the expense model for break open ticket sales in these two markets to be based on a percentage of the win (gross revenue Ð prizes) for each deal of tickets.

  • The Ontario Provincial Fee on sales of break open tickets in In-Conjunction with Bingo Events in Non-Pooling Bingo Halls and Premises Not Owned by the Licensee has been eliminated and a new expense model based on a percentage of the win (gross revenue - prizes) for each deal of tickets has been implemented.

  • Download a copy of the new Schedule of Expense Maximums for break open ticket sales in Third Party Locations and Own Premises that reflects the new expense model.

Arrow Games/Bazaar & Novelty completed the necessary changes to its invoicing procedures to charge the new Ontario Provincial Fee amounts for each of the three scenarios. As the changes to the Ontario Provincial Fee amounts are retroactive to July 1, 2010, Arrow Games/Bazaar & Novelty will be providing credits as outlined in the AGCO's communications.
